The CapRischio project of the Civil Protection Department falls under Priority 2 of the National Programme CapCoe, “Strengthening and streamlining the implementation processes of the 2021–2027 cohesion policy,” and, in particular, under Action 2.2, “Support for the administrative capacity of territorial entities benefiting from EU cohesion policies in Less Developed Regions (LDRs),” with allocated resources amounting to €24,115,293.10.

The project aims to achieve the following objectives:

• Reduce seismic risk for communities, strategic buildings, and infrastructure by improving the effectiveness of the emergency management system in the event of an earthquake;
• Reduce hydrogeological, hydraulic, and coastal risks by advancing knowledge of natural phenomena, strengthening monitoring and early-warning systems, improving civil protection planning at various levels, and promoting local monitoring systems to oversee the most vulnerable areas;
• Reduce the risk of wildfires by developing innovative methods for detecting affected areas, strengthening early-warning systems, and enhancing local response capabilities.

As part of CapRischio, materials, methods, and tools will be developed to strengthen regional policies for risk prevention and management. These will include technical documents, guidelines, maps, databases, IT tools, and operational models that will enable the regions to plan and prioritize interventions in the areas at highest risk, thereby protecting communities and territories.

The project builds on the work already carried out by the Civil Protection Department under the previous 2014–2020 National Operational Programme on Governance and Institutional Capacity (PON).

In carrying out these activities, the participating regions will be supported and assisted by highly qualified professionals selected through competitive procurement procedures.
