Project background
The NP CapCoe, the National Programme “Capacity for Cohesion”, is one of the tools of the 2021–2027 Strategic Programming. It aims to strengthen the administrative capacity of public administrations and improve the effectiveness of cohesion policy interventions in Italy. Particular attention is given to the seven regions classified as less developed according to macroeconomic parameters defined at the European level: Basilicata, Calabria, Campania, Molise, Puglia, Sardinia, and Sicily.
The Programme is managed by the Department for Cohesion Policies of the Presidency of the Council of Ministers and has a total budget of €1,267,433,334, co-financed by the European Regional Development Fund (ERDF), the European Social Fund Plus (ESF+), and national resources.
Cohesion policy aims to promote economic and social development and to reduce disparities among regions within the country and the European Union. It is a medium-term policy involving central, regional, and local governments and recognizes the important role of economic and social partners through the funding of plans, programmes, and individual projects under central, regional, or local jurisdiction.
Within this framework, the Programme invests in human resources and training for public administrations, in specialized technical support for the implementation of interventions, in administrative reform, and in the provision of tools, data, and knowledge.
The CapCoe National Programme strategy is structured around four priorities:
- Strengthening and streamlining implementation processes and capacities for the 2021–2027 cohesion policy;
- Strengthening national cohesion policy governance and improving the efficiency of programming and implementation processes for funded interventions;
- Supporting the governance and implementation of the 2021–2027 cohesion policy;
- Providing technical assistance to support the implementation of the Programme.
